The EU and its member states are individually responsible for ratifying the Paris Agreement. There was a strong preference for the EU and its 28 Member States to simultaneously table their ratification instruments to ensure that neither the EU nor its Member States commit to fulfil commitments that are strictly the other` and there was concern that differences of opinion on each Member State`s share of the EU reduction target and the British vote to leave the EU would delay the Paris Pact. However, on 4 October 2016, the European Parliament approved the ratification of the Paris Agreement and the EU tabled its ratification instruments on 5 October 2016 with several EU Member States. Update of 1 and 6/17 to cover all 193 amendments. Syria and Nicaragua are the only countries that have not signed the Paris Agreement, with Nicaragua deeming the agreement too unambitious. Climate scientist and founder of Germany`s New Climate Institute, Niklas Huhne, said Turkey was “reseming” the list of countries that do not yet need to ratify the agreement. President Trump is pulling us out of the Paris climate agreement. The initial commitment period of the Kyoto Protocol was extended until 2012. This year, at COP18 in Doha, Qatar, delegates agreed to extend the agreement until 2020 (without some industrialized countries withdrawing).
They also reaffirmed their commitment made at COP17 in Durban, South Africa, in 2011, to create a new global climate treaty by 2015 that would require all major emitters not included in the Kyoto Protocol, such as China, India and the United States, to reduce their greenhouse gas emissions. The new treaty – which was to become the Paris Agreement – was to completely replace the Kyoto Protocol by 2020. However, the Paris agreement came into force earlier than expected in November 2016. The authors of the agreement have set a withdrawal period that President Trump must follow – which prevents him from irreparably harming our climate. The Paris Agreement provides a sustainable framework that guides global efforts for decades to come. The aim is to increase countries` climate ambitions over time. To achieve this, the agreement provides for two review processes, each in a five-year cycle. Since Trump`s announcement, U.S. envoys – as well as on behalf – have continued to participate in U.N. climate negotiations to shore up the details of the agreement.
